There is lack of industry and consumer education on water – what can be done?

Despite it's importance within the supply chain, there seems to be a lack of industry and consumer education on water. On the one hand, companies see water as a cheap utility and are less likely to reform their practices even though water scarcity is a real threat. So there is problem with convincing the board.

Consumers also consider water to be cheap and don't realize that while it may be raining heavily in their local area, a drought could be occurring elsewhere, stalling production of goods. Conservation is still low on their priority list.

My question is what can we do to start addressing this education problem?
