Carbon Management

As organisations in the compliance, pre-compliance and voluntary markets are increasingly looking to fully understand their carbon liabilities, this Working Group has been set up to help companies, across a variety of sectors (including retail, financial, transport and aviation), develop and implement the right carbon management strategies to mitigate the impact of climate change and ease the transition to a low carbon economy. The WG will cover a broad range of topics including internal abatement measures, carbon standards, the role of offsets, forestry and REDD, small-scale community projects and emerging policy and legislation from the UN negotiations.

Activity plan (January – April 2010):

We are planning to focus on the following sub-categories in detail in the Carbon Management WG over the next 3-4 months:

  1. Business implications and outcomes from COP 15 – webinars, reports and forums with CBI, Verdantix, EcoSecurities and CMIA.
  2. Latest developments in forestry, an update on REDD policy and private sector investment.

Legal Frameworks for REDD: Design and Implementation at the National Level

An effective mechanism for reducing emissions from deforestation and forest degradation in developing countries (REDD) could provide a powerful tool for mitigating global carbon dioxide levels as well as greatly enhancing developing country tropical forest conservation and sustainable development. Given that many tropical forest countries likely to host a majority of REDD projects also demonstrate the weakest forest governance records in recent decades, however, the design and implementation of legal and institutional frameworks relevant for REDD governance will require especially careful evaluation.

In response to this challenge, the IUCN Environmental Law Centre has completed a comprehensive study on national legal frameworks for REDD in conjunction with partner international and national REDD legal experts.

Trading Up - The Future of Emissions Trading

The CBI has published a new report on the EU Emissions Trading Scheme.  Among the recommendations in the report are: -

- Ensuring the cap is set at the right level.

- Expanding emissions trading to include aviation and shipping, ideally through a global scheme for those sectors.

- Protecting firms at risk of carbon leakage, while ensuring measures are focused on those sectors which genuinely need protection.
